Odisha Rural Housing & Development Corporation Ltd. (ORHDC) was incorporated in 1994 as a State Government-backed Housing Finance Company with the primary objective of catering to the housing needs of the rural poor. The Corporation was formed under Government Resolution No. 23456 dated 23.07.1994 and notified in the Odisha Gazette.

Objectives of the Corporation

  • To provide long-term housing finance to individuals, societies, companies, or associations for constructing or purchasing residential units in Odisha.
  • To extend financial assistance either directly or through community-based organizations for rural housing purposes.
  • To support the promotion of low-cost, innovative housing technologies and standardized building materials.

Present Focus and Reform Initiatives

Since 2003, ORHDC has discontinued fresh loan disbursement and is focused on recovery of dues from legacy accounts. The Corporation is now working towards financial sustainability through the following measures:

  • Implementation of One-Time Settlement (OTS) schemes to improve recovery.
  • Enforcement of the SARFAESI Act, 2002 across all eligible accounts.
  • Exploring a merger with a viable government entity for improved efficiency.
  • Identifying alternative revenue sources to support long-term operations.

These strategic initiatives are aimed at reviving the Corporation’s financial position while continuing to support the rural housing sector in Odisha.

ORHDC has disbursed ₹554.47 crore under six schemes covering 1,60,362 accounts.
